Who is supposed to issue EJ? Manufacturers are allowed to issue or a third party testing agency supposed to issue?

Engineering Judgments are issued in accordance with the guidelines established by the International Firestop Council. Note the following:
1) Not to be used in lieu of available tested systems
2) Must be issued by qualified technical personnel
3) Based upon previously tested system(s)
4) Based upon assumption that the recommended system (EJ) would pass if tested for the required rated period of time
5) Issued only for a single job, location and application.
The manufacturer issues the EJ, 3rd party laboratories test the assemblies. HILTI issues the document as an expert judgment but doesn't do any physical testing, unlike 3rd part labs who test a product/ assembly.
