Technical Question on Anchor Design

Hi,
In the HILTI technical data sheet for HIT HY 270 Injectable anchor mortar for masonry, the partial safety factor used for injection anchor is 2.5. However, according to the Eurocode, the material factor for anchor design only 1.25; so the use of 2.5 in Hilti data sheet is that because 2.5 include both material factor and load factor?
