When we are talking about Profis Rebar and HIT Rebar methodology: Is this applicable fof SPECIAL moment resisting frame connection(Highly seismic region)

Thank you for contacting Hilti.
Currently the Hilti Rebar Design method is not compatible with seismic design. If you would like to design an application with seismic loading, the Eurocode 2 design code and the relevant ETA approvals need to be followed.
