How to find the failure limit of injection mortar HIT HY 270.

Can it be assumed that if an anchor HAS U HDG M16 is compatible with this adhesive, the failure could only be the anchor or base material and not the adhesive?
I have a base material padstone with compressive strength 7.6 MPa, whereas for HIT HY270, the shear capacities mentioned in technical brochure are based on masonary base materials of lower strength. If i want to check an anchor in padstone, is it sufficient if i check the anchor is compatible with HY270 and base material pull out and break out strengths. Or is there any case, wherein the adhesive strength could be weaker that these?
