how does profis calculate tension when a moment is applied

I have an isolated column with 4 symmetrically space anchor bolts (14"). The applied moment is 22,128 lb-ft but the tension in two anchors is reported as 714 lbs. I don't think this is correct. I think the tension in two bolts should be closer to 9538 lbs.
