In the Slotted holes while we fix an anchor there will be minor stand-off usually. The shear load on anchor produce moment at the point where anchor met the concrete slab edge. Does filling the holes with chemical helps us to avoid the load transfer to moment.

The steel failure with lever arm check is done when there is a standoff between the baseplate and base material or in other words, when the baseplate is not flush with the base material. In cases where the baseplate is flush with base material, standoff is not considered and steel failure with lever arm check is not applicable. Filling the annular space between the anchor rods and baseplate holes would not impact this failure check.
